DKI APCSS professor Dr. Mohan Malik has a new article entitled, “China and India: Maritime Maneuvers and Geopolitical Shifts in the Indo-Pacific” published in the latest edition of “Rising Powers Quarterly.”  This issue has the theme-- “The "Indo-Pacific" - Regional Dynamics in the 21st Century's New Geopolitical Center of Gravity.” According to the abstract: China and India are engaged in a tug-of-war over naval bases and forward presence in the Indo-Pacific. Associate Professor Elina Noor has a new article entitled “ASEAN Takes a Bold Cybersecurity Step” published this week by The Diplomat. In her article Noor states that the “regional grouping looks to produce meaningful deliverables for its upcoming summit in November, it will be challenged by parallel developments in a domain that is continually being stress-tested in many ways.” “The challenges for ASEAN in maintaining the current momentum are structural and substantive” according to Noor. She follows this up with a description of next moves that are important for ASEAN in order for policy formulation to keep up with technology. [...]

The 42nd Pacific Armies Management Symposium (PAMS) was recently held in Hanoi, Vietnam, August 20-23. 2018, with the theme: “Cooperation among Indo-Pacific Land forces in Humanitarian Assistance/Disaster Response (HA/DR).” There were three plenaries: Land forces initial response to HA/DR; Multilateral cooperation; and Enhancing roles in regional cooperation for HA/DR. DKI APCSS supports ASEAN Humanitarian Assistance and Disaster Relief exercise

The current co-chairs of the ASEAN Defence Ministers Plus Expert Working Group on Humanitarian Assistance and Disaster Relief (ADMM Plus EWG HADR) are Malaysia and United States. As part of this co-chair role, both countries worked together to facilitate a table top exercise (TTX) in Kuala Lumpur, Malaysia, on July 25 and 26, 2018. Counter-terrorism course prepares 108 Fellows to face regional challenges

One hundred and eight Fellows from 49 different locations or organizations graduated from the Daniel K. Inouye Asia-Pacific Center for Security Studies’ Comprehensive Security Responses to Terrorism (CSRT) 18-1 course in Honolulu Aug. 8. The size of this course and number of locations represented are the most ever for a CSRT at the Center. Of the 108 participants, 64% were from military organizations and law enforcement agencies, with others representing various government ministries, foreign affairs departments and intelligence services and academic institutions.
