Editorial by David Fouse, Ph.D. The long and winding road to building a replacement facility for the U.S. Marine Corps Air Station (MCAS) Futenma in Ginowan, Okinawa Prefecture has hit another substantial obstacle with victory of Former Naha Mayor Takeshi Onaga in the recent Okinawa governor’s election. Onaga won a convincing victory over incumbent Hirokazu Nakaima, gaining 360,820 votes, nearly 100,000 more than Nakaima, who received 261,076. The Asia-Pacific Center for Security Studies (APCSS) announced the release a report today examining the possibilities of and also challenges to trilateral cooperation between the U.S.-Japan-Australia in international disaster relief in the Asia-Pacific region. The title of the report is "Enhancing Trilateral Disaster Preparedness and Relief Cooperation between Japan, U.S. and Australia: Approaches from Various Civil-Military Perspectives." Dr. David Fouse recently published a new brief analytical paper entitled: Japan’s Dispatch Of The Ground Self Defense Force To Iraq: Lessons Learned. The paper discusses the challenges and learning opportunities gained by Japan’s Ground Self Defense Force (GSDF) during their deployment to Iraq. HONOLULU -- Dr. David Fouse, APCSS assistant professor, and Dr. Yoichiro Sato, APCSS associate professor, have published a new paper entitled "Enhancing Basic Governance: Japan's Comprehensive Counterterrorism Assistance to Southeast Asia." According to the paper, "Japan's support for counterterrorism in Southeast Asia (SEA) partly reflects its commitment to the U.S.-Japan alliance, but is also part of a wider strategy for enhancing its political and security role in the region."
