Transnational Security Cooperation
Purpose & Description
The Transnational Security Cooperation (TSC) course is an exclusive, week-long intensive program aimed at empowering executive-grade U.S. and international military and civilian officials, including those holding or aspiring to 08-09, SES, and equivalent ranks. Specifically tailored for senior security practitioners from the Indo-Pacific region, the TSC course facilitates a deep dive into a broad spectrum of transnational security challenges. These encompass Indo-Pacific strategy, geopolitical competition, cybersecurity, climate change, maritime domain awareness, economic disruptions, global pandemics, irregular warfare, and Humanitarian Assistance and Disaster Relief (HADR), alongside examining shifting power dynamics, evolving conflicts, and alliance shifts in critical areas such as the South China Sea, the Taiwan Straits, and Oceania.
Unique Educational Approach
Participants will engage in an immersive curriculum that blends interactive presentations, dialogues, and action-planning exercises designed to stimulate strategic thinking and foster collaborative responses to real-world security scenarios. This approach is rooted in the understanding that regional security is significantly bolstered through collective efforts to monitor, prevent, prepare for, and respond to any transitional security threat.
Networking & Professional Development
Upon completion, attendees will gain a Certificate and Alumni Status and become part of an expansive network of over 14,000 regional security practitioners. This community includes fellow course participants and faculty from the Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI APCSS) and is supported by a dedicated web portal for ongoing collaboration and engagement.
The TSC course serves as a pivotal platform for senior leaders whose roles necessitate impactful decision-making within multilateral, multinational, and whole-of-government forums. It is designed to accommodate 25 to 30 senior executives from diverse ministries, governmental and non-governmental organizations, and international bodies with security-related portfolios, including but not limited to ambassador/deputy minister levels, flag-general rank military officers, and regional directors.

Eligibility & Certification
This course is open to executive-grade U.S. and international military and civilian officials (08-09, SES, and equivalents) seeking to expand their expertise in transnational security issues. Successful participants will be awarded a Certificate and Alumni Status, marking their induction into a prestigious network of security professionals.
